After you have loaded up a file (AIFF or .WAV), press F11 on the keyboard or go to the Edit Menu and Convert Sample Type at the bottom of the menu. You will be given a choice between bit resolutions with or without dither, sample rates, and mono or stereo.

After you convert the sample type, you can save the file as a .WAV
This should enable you to convert audio files down to 16 bit.
