Does this app support changing the time signature and changing the tempo within a project or song? Also is any time signature available? Thanks!

Yes. This pic is from the desktop version, but the iPad version's is pretty much the same:


In the upper editor you can select bar(s), and then tap EDIT to change the time sig. In the lower editor you can select bar(s) and change the tempo.
